According to the Secondary Materials and Recycled Textiles Association (SMART) nine US states – Alaska, Florida, Iowa, Illinois, Louisiana, North Carolina, New Jersey, Pennsylvania, and Virginia – have now implemented the new rule on wiping cloths adopted by the Environmental Protection Agency (EPA).

Nonwovens companies and US industry body INDA have been pushing for a legislative change to the US Resource Conservation and Recovery Act (RCRA) since 1985 since it provided an unfair advantage to laundered industrial (shop) towels.
